This section outlines areas of work we are involved in to reduce further offending and to ensure the public's safety.

Community Safety Partnerships

Nine Community Safety Partnerships have been set up across the Thames Valley to satisfy the growing demands placed on the Area by the Crime and Disorder Act 1998.

The Crime and Disorder Act 1998 put a statutory obligation on local authorities, police, probation and health to work in partnership to reduce crime in their localities.

Every three years these partnerships are required to audit levels of crime in their area and to produce a three year strategy to tackle the identified issues.

Probation staff recognise that to reduce offending, something needs doing about the large number of factors that contribute to a person's offending.

These issues have been identified in the community safety audits and are being addressed by probation and others in partnership.

These factors include poverty, basic accommodation needs, addictions, mental health problems, debt, domestic violence, discrimination and other personal or personality problems.

Multi-Agency Public Protection Arrangements
Over the past few years, a number of measures have been introduced to improve the protection of the public from violent and sexual offenders.

Multi-Agency Public Protection
Arrangements (MAPPA) place a duty on Thames Valley Police, Thames Valley Probation Area and the Prison Service to assess and manage risk posed by offenders in the community.



MAPPA was first introduced in April 2001 after changes to the legislation under the Criminal Justice and Court Services Act 2000 (Sections 67 and 68).

The purpose of MAPP
A is to assess and manage the risks posed by:

  • Relevant sexual or violent offenders and
  • Other persons who, by reason of offences committed by them, may cause serious harm to the public.

Thames Valley Partnership

Thames Valley Partnership is a charity and trend-setter in the field of crime prevention.

It brings people together to work towards safer communities.

Reducing crime is a complex issue requiring a range of approaches and a host of different organisations.

Thames Valley Partnership works to link organisations in Berkshire, Buckinghamshire and Oxfordshire.

It forges close links between local authorities, youth and voluntary organisations, the private sector and the police, probation, prison and social services.

The National Probation Service - Thames Valley is actively involved in many Thames Valley Partnership initiatives
